Indy Mayor Names Bond Bank Director

CHICAGO — Indianapolis Mayor Greg Ballard named Greg Clark the new executive director of the Indianapolis Local Public Improvement Bond Bank, the city's borrowing arm.

Clark replaces Deron Kintner, who also served as Deputy Mayor of Economic Development. Kintner is leaving the city for the private sector but does not yet have a new job, according to local reports.

Kintner left the bank in December 2012 for the deputy mayor position, but informally held the title of director. Before coming to the city, Kintner was a public finance attorney at Bingham McHale LLP. He replaced bond bank director Kevin Taylor, who is now Wisconsin's capital finance director.

Clark, an attorney, has served as the deputy executive director and general counsel of the bond bank since November 2012. Prior to joining the bond bank, Clark served as special counsel for the director of public safety, which oversees the city's police and fire, homeland security, public safety communications, and animal control departments.

Clark has worked for the city since 2010.

Also last week, Ballard nominated Adam Collins to replace Kintner as Deputy Mayor of Economic Development. Collins currently serves as the deputy director of economic development. He has worked at the city since 2008, including a stint as corporation counsel.
