Peter Serreze to Join Locke Lord's Boston Office

Peter Serreze has joined as Of Counsel in the Boston office of Locke Lord LLP, after leaving his position as a member of tax and public finance practice groups at Ropes & Gray LLP where he worked for the last 15 years.

"His extensive experience in advising clients on the federal tax aspects of public debt obligations, tax-exempt bonds and bond compliance perfectly complements our national Public Finance Practice.”

Serreze will advise clients on public finance transactions, with a focus on federal tax matters including private business use, arbitrage, and not-for-profit tax issues.

Serving as bond counsel or borrower counsel, he will assist clients in new money and refunding bond issuances, direct bank placements, original and continuing disclosure, letter of credit replacements, workouts, commercial paper programs and master trust indenture structures. One focus of his practice is assisting not-for-profit borrowers in developing programs to maintain the compliance of their bond issues with applicable federal tax requirements after the bonds have been issued.

Serreze also handles public finance matters before the IRS, including audits, ruling requests and closing agreements. He speaks frequently before national and regional groups on the subject of bond compliance, including the Association of Independent Research Institutes, the Treasury Institute for Higher Education and the National Association of College and University Attorneys.
