MSRB's Justin Pica to Move to SEC

WASHINGTON – Justin Pica plans to leave the Municipal Securities Rulemaking Board on Dec. 18 after more than 15 years to join the Securities and Exchange Commission's trading and markets division in January.

It is not clear how much involvement Pica will have with municipal securities. He is expected to provide policy advice and help with market structure initiatives at the SEC, sources said.

Pica will join Gary Goldsholle, who became deputy director of the SEC trading and markets division at the beginning of this year after leaving the MSRB as its general counsel.

Pica has been director of product management – market transparency for the MSRB since August 2011. He manages the EMMA website, the Real-Time Transaction Reporting System, and the Short-Term Obligation System, which collect and post disclosure documents and trading information. He has been MSRB liaison with the Securities Industry and Financial Markets Association's municipal operations committee and Regional Municipal Operations Association.

Before that, he was director of uniform practice policy at the MSRB for almost three years, uniform practice policy advisor for more than two years, uniform practice specialist for four years, and uniform practice assistant for three years.

Pica received a bachelor of science from Fordham University in 1998, and his master of business administration from The George Washington University in 2003. He also took an executive education course on strategic decision making at The Wharton School at University of Pennsylvania last year.
