Hall Becomes Equity Partner at Siebert Cisneros Shank

Gary Hall, national head of investment banking at Siebert Cisneros Shank & Co., has become the firm's newest equity partner, the company announced on Monday. Hall, who becomes the firm's sixth equity partner, is based out of the firm's West Coast headquarters in Oakland.

Hall has over 25 years' experience in government, law and investment banking. He is currently responsible for managing all of the firm's bankers and leading the execution of SCSCO's strategic plan for business development and bond underwriting origination for each of the firm's 17 offices.

CEO and majority owner Suzanne Shank announced the firm's new corporate structure last November. Henry Cisneros, former U.S. Secretary of the Department of Housing and Urban Development and former Mayor of San Antonio, is an equity partner in the firm whose interest in the company is the second largest. Also made partner were former New York City Comptroller William Thompson, who is the firm's Chief Administrative Officer and a Managing Director; Sean Duffy, Managing Director of Institutional Sales; and equity partner Victor Miramontes, previously CEO of the North American Development Bank. With the addition of Hall, the firm now has partners in the Midwest, East Coast, South and West Coast.

"Gary is as talented and hard-working an investment banker as you will find anywhere and we are extremely fortunate to have him join our senior leadership team," Shank said in a press release.

Before joining SCSCO, Hall served as executive director in the public finance-investment banking group of JPMorgan Securities, where he assisted state and local governments with accessing the capital markets and accomplishing fiscal objectives.

"His leadership of our investment banking team has resulted in an impressive record of major deals that have positioned SCSCO is a top-tier force in the marketplace. Hall previously worked at the Treasury Department as a White House Fellow during the Clinton administration and served in administration of former Chicago Mayor Richard M. Daley, including posts with the City's Office of Budget and Management and Department of General Services. He also practiced law as a corporate finance attorney in his hometown of Chicago.

Hall received a BBA in finance from Howard University and a JD. from the University of Notre Dame. He is a member of the Board of Directors of the Municipal Securities Rulemaking Board.

Since its founding in 1996, the SCSCO has conducted over $1.2 trillion of municipal bond transactions and $1 trillion of corporate bond and equity deals. The company's business includes municipal bond underwriting along with corporate debt and equity underwriting, investment banking and execution services. Since 1998 it has been ranked as the number one minority and woman owned municipal finance firm.
