Kelso, Wash., Upgraded to AA-Minus by S&P

Standard & Poor's Ratings Services said it raised its long-term rating to AA-minus from A-plus on Kelso, Wash.'s 2008 general obligation bonds.

The outlook is stable.

"The rating action reflects our view of the city's improved economic profile and moderation of county unemployment rates," said Standard & Poor's credit analyst Kaiti Wang.

The stable outlook reflects the city's very strong budgetary flexibility, supported by very strong liquidity and low debt levels.
