Jackson Co. SD 4, Ore., Downgraded to A by S&P

Standard & Poor's Ratings Services said it lowered its school issuer credit rating (ICR) to A from A-plus on Jackson County School District No. 4 (Phoenix-Talent), Ore.'s general obligation bonds.

The outlook is stable.

"The lowered rating is based on four consecutive years of negative operations and significant drawdowns on reserves," said Standard & Poor's credit analyst Jen Hansen.

The rating reflects the district's good to very strong income and wealth indicators, projected increase in student population associated with housing development, and rapid direct debt amortization.
