SEC Muni Office Promotes Two

WASHINGTON — Two lawyers in the Securities and Exchange Commission's Office of Municipal Securities have been promoted, the SEC announced Wednesday.

Jessica Kane has been named deputy director and Rebecca Olsen is the new chief counsel in the muni office, which has spent the last year working on a new municipal advisor registration rule and providing guidance about the new regime.

Both women joined the muni office last year and have played roles in that effort, and both have appeared at conferences and other public events to help explain the new regulatory regime.

Kane will play a leading role in overseeing all aspects of the muni office, including implementation and operation of the MA rule, oversight of Municipal Securities Rulemaking Board rulemaking, muni market structure initiatives, disclosure policy, and coordination on enforcement matters, the SEC said in a release.

"Jessica Kane is an exceptional attorney who has made extraordinary contributions to the municipal advisor rulemaking project and to the development of the Office of Municipal Securities," said muni office chief John Cross. "Jessica's strong legal analytic skills, impeccable judgment, insightful perspective on securities law matters, indefatigable work ethic, and inclusive collaborative approach to interactions with other offices and stakeholders will serve us well as we move forward on our mission to oversee the municipal securities market and vigilantly protect investors."

Olsen will oversee analysis of legal issues that arise in the office, including review of MSRB rulemaking and analysis of disclosure policy issues. She will continue to serve as the office's liaison to the enforcement division's municipal securities and public pensions unit and to provide legal advice on enforcement efforts.

"Rebecca Olsen is a very talented municipal securities law expert with extensive experience in municipal securities transactions, whose intellectual curiosity and infectious enthusiasm have enhanced the Office of Municipal Securities," said Cross. "Rebecca will bring invaluable perspective as we move forward in addressing current legal issues that arise in an evolving regulatory framework for the municipal securities market."
