Fertilizer Maker Seeks Louisiana Bonds

The Louisiana State Bond Commission meets Thursday to weigh a request for $1.25 billion of solid-waste disposal facility bonds for a series of fertilizer plants in Pointe Coupee Parish.

BioNitrogen Louisiana Holdings will use the bond proceeds to build plants that convert agricultural solid waste into bulk urea used as a fertilizer.

The bonds would be issued in one or more tranches by Louisiana Community Development Authority. The LCDA board gave the project its preliminary approval in February.

BioNitrogen Louisiana plans to build five urea plants on 250 acres 65 miles north of Baton Rouge. The East Baton Rouge Sewerage Commission is asking for the authority to issue $230 million of 35-year bonds for wastewater projects. The request includes $137.5 million of fixed-rate bonds and $92.5 million of variable-rate debt.

The Bond Commission will also decide on up to $307 million of gasoline and fuels tax refunding bonds and up to $200 million of state general obligation bonds.
