Marshal L. "Bud" Wilcox Jr., who worked for the Port Authority of New York and New Jersey for more than 25 years, most prominently as treasurer, has died. He was 88.
Bud Wilcox worked for the Port Authority from 1961 to 1987, and was its treasurer for six years, according to Steve Coleman, a spokesman at the agency.
His career at the Port Authority included the construction of the World Trade Center, for which Mr. Wilcox helped arrange financing through short-term debt so that, in theory, it would have been paid for at the time of completion, according to his wife, Joan Perry Wilcox.
While there, he developed a talent for timing the markets, said his wife, who used to run the underwriting and pricing department at Ambac Financial Group Inc.
"I heard from more than one syndicate leader that, '[Bud] always knows when the market's going to turn, because he always hits it right,' " she said. "Consistently over the years, he called the interest market."
Bud Wilcox was born in New York. For the past 25 years, he lived in Sewall's Point, Fla., until passing on March 26.
Mr. Wilcox served in the U.S. Navy, attended Dartmouth College and received a master's degree in business from Rutgers University in New Brunswick, N.J.
Mr. Wilcox also served as a Martin County commissioner in Florida for eight years, according to a local news obituary and confirmed by Joan Wilcox.
Marshal Wilcox is survived by his wife as well as four daughters, Marsha Ann Wilcox, Susan Savard, Lydia Hilton and Nancy Perry; his brother, Thomas D. Wilcox; many nieces and nephews; and his grandson, Charles Marshal Savard.
A memorial celebration will be held at 11:30 a.m. on Thursday, at St. Mary's Episcopal Church in Stuart, Fla. Memorial contributions in Bud Wilcox's name may be made to a charity of one's choice.
