Obituary: Glenn M. Reiter

SAN FRANCISCO - Glenn M. Reiter, a long-time veteran of California public finance and a special district expert, passed away suddenly on Jan. 20 in San Diego. He was 77.

Reiter had more than 45 years of experience working as an engineer and financial consultant to special districts. He served as a general manager of a water and wastewater agency; founded the Special District Institute and the California Special Districts Association; was a charter member of the National Association of Independent Public Finance Advisors; and a former director on the San Diego County Water Authority Board.

Reiter founded Glenn M. Reiter & Associates in 1981 and also formed Reiter Lowry Consultants in 1989, serving public agencies and local governments. He specialized in financial planning, setting rates and fees, debt capacity analysis, revenue studies, and financing of capital improvements for government agencies.

His milestones include funding more than $800 million in bonds for capital projects and establishing the first parcel charge for the Metropolitan Water District of Southern California service area, according to his firm.

“Glenn was especially proud of the accomplishments of the Special District Institute, originating and producing their finance seminars, which were so beneficial to directors, board members and staff in this industry,” his family said in a statement.  “His expertise will be greatly missed by work associates, as well as his many friends.”

Reiter was a graduate of Northwestern University with a degree in civil engineering. He also served honorably in the United States Navy. He is survived by his wife, Lee; daughter, Deborah Schramm; son, Phillip Reiter; and three grandchildren.
