PFM Adds Russ Branson to San Francisco Practice

Public Financial Management, Inc. has expanded its San Francisco office with the addition of municipal finance veteran Russ Branson, the firm announced Monday.

Branson, who previously served as Roseville, Calif.'s assistant city manager and treasurer, is joining PFM's management and budget consulting practice this month.

The practice group develops long-range financial plans in the public sector, helping distressed governments to achieve fiscal recovery, stable governments to ensure sustainable health, and strong governments to optimize performance.

The group also provides analytical support for public sector collective bargaining, retiree benefits, funding challenges, and a broad range of budget and fiscal policy concerns.

"We are extremely pleased to bring Russ Branson's talents and wealth of experience to PFM," said Peter Miller, a managing director in charge of PFM's Western region. "We look forward to his leadership in our efforts to bring additional services to our clients in the west."

Branson spent the last 13 years working for the city of Roseville, overseeing finance and administrative services. Prior to that, he was a partner with an urban economics consultancy. He began his career with the Sacramento Area Council of Governments.

Branson has been active on the California Local Agency Investment Board, appointed by the State Treasurer, and teaches about the financial aspects of planning at University of California Davis Extension.

This year Branson received the award of excellence in public finance by the California Public Securities Association, and last year he was honored by the Sacramento Business Journal as public agency Chief Financial Officer of the Year.

PFM, part of PFM Group, ranked number one among financial advisors last year, credited with work on 903 municipal bond deals, totaling $57 billion, according to Thomson Reuters.
