The Los Angeles City Council has cleared its Friday agenda to spend the entire session discussing the four-year contract with Los Angeles Department of Water and Power workers.
A deal needs to be in place by Sept. 1 to avoid cost-of-living adjustments that are scheduled to take effect on Oct. 1.
LADWP has come under fire recently following reports that the department's employee salaries exceed other city departments by 40% on average.
The LADWP union's support of former controller Wendy Greuel in the mayor's race was seen as a factor in her loss to new Mayor Eric Garcetti, who took office on July 1.
The department plans to issue billions of dollars in bonds over the next several years to support plans for an $8.9 billion infrastructure program.
Council members Paul Krekorian, head of the Budget and Finance Committee, and Felipe Fuentes, head of the Environment and Energy Committees, will run the meeting.
