NLC Taps Clarence E. Anthony to Succeed Borut as Executive Director

WASHINGTON — The National League of Cities has tapped Clarence E. Anthony, a former mayor and NLC president, to become its new executive director early next year.

The group's board of directors chose Anthony for the post at its recent Congress of Cities and Exposition in Boston.

Anthony, who served as NLC president from 1998 to 1999 and was Mayor of South Bay, Fla. for 24 years, will replace Donald J. Borut, NLC's executive director for the past 22 years. Borut announced in May that he would retire at the end of this year.

In his new post, Anthony will direct NLC operations, initiatives and staff while working closely with the group's leadership and members to develop a strategic plan to advance their interests, according to an NLC release.

"Clarence Anthony brings a wealth of experience to NLC," said Ted Ellis, NLC's current president and the Mayor of Bluffton, Ind. "His service as mayor, past president of our organization and as a leader in the private sector will provide NLC with a winning combination in an executive director. Not only does he understand the challenges of cities, but he has the strategic management skills to guide the organization as it helps cities meet those challenges."

Anthony, an active NLC member for more than 25 years, currently heads his own West Palm Beach, Fla.-based consulting firm, Anthony Government Solutions, which was created in 2009.  He has served as a director on several boards such as The GEO Group, Inc., which specializes in the delivery of private correctional and detention management, community residential re-entry services as well as behavioral and mental health services to federal, state and local government agencies. GEO has operations in the United States, Australia, South Africa, and the United Kingdom.

Anthony most recently served as the interim manager for United Cities and Local Governments, an international voice for local governments, according to NLC. He was a founding treasurer of UCLC.

From 2004 through 2009, Anthony was chief marketing officer and executive vice president at PBS&J, an international engineering and construction management firm. He was the presiding director of the board for the 2008-2009 fiscal year and was national business development and government relations director for that firm from 2004 to 2006. From 1996 to 2004 he was president and chief executive officer of Emerge Consulting.

Anthony received a bachelor's degree in social science and a master's degree in public administration from Florida Atlantic University.
