Obituary – H. Russell Fraser

Russell Fraser, known in the municipal bond market as the founder of the financial guaranty business, died on Wednesday at the age of 71.

I had an opportunity to work with Russ 15 years or so ago and got to know his wife Patsy when Russ was was at Fitch and working at his ranch in Wyoming. We will miss ole Russ. Russ was indeed a character and was always very fun to be around and always had a very positive outlook on life no matter what the dire circumstance. Yes he was successful in the bond biz but he went about the biz in a very ethical, creative and honorable way. That made him fun to work with and so different from everyone else. Russ loved the old West and everything about it. He loved it so much that he dedicated a large portion of his time and treasure in trying to preserve part of it through his association with the Old Trail Town Museum in Cody. I certainly enjoyed working with Russ and Patsy when I had the opportunity. I am very sorry to see him go. I smile whenever I think about him. Here's to you Russ! A recent phenomenon is the emergence of bonds with shorter call protection as funding alternatives for municipalities. However, the shorter call protection also dampens the potential upside for investors, which in turn reduces the price they are willing to pay.
