Housing starts rose 3.6% to a seasonally adjusted annual rate of 894,000 in October from a revised estimate of 863,000 in September, the Commerce Department reported Tuesday.

A recent phenomenon is the emergence of bonds with shorter call protection as funding alternatives for municipalities. However, the shorter call protection also dampens the potential upside for investors, which in turn reduces the price they are willing to pay.
