Indiana OMB Chief Leaving Post

Indiana’s chief budget official Adam Horst announced last week he is leaving the post to join Indiana University Health after less than a year on the job.

Outgoing Gov. Mitch Daniels has not named a replacement. Horst leaves in January. The termed-out Daniels is also leaving; he’ll be succeeded by fellow Republican Mike Pence.

Horst has been director of the Office of Management and Budget since January 2012, when he replaced Chris Ruhl. Before that he was state budget director, and had been deputy budget director since 2007.

Horst will become vice president and controller at IU Health. He joins former budget director Ryan Kitchell, who is now the health system’s chief financial officer.

The OMB director oversees six state agencies: the State Budget Agency, the Indiana Department of Revenue, the Department of Local Government Finance, the Indiana Finance Authority, the State Board of Accounts and the Indiana Public Retirement System.
