D.C.'s Marcy Edwards Joins MSRB Board

WASHINGTON — Marcy Edwards, senior financial policy advisor to the District of Columbia's chief financial officer, has been named a public board member of the Municipal Securities Rulemaking Board, the MSRB announced Monday.

MSRB chair Jay Goldstone said, "Marcy's experience as an advisor to state and local governments, an issuer of bonds and in municipal credit ratings makes her ideally suited to advance the MSRB's mission to protect investors and state and local governments."

The MSRB's 21-member board includes 11 so-called public members - those not affiliated with regulated market participants - and 10 members from regulated securities firms, banks and municipal advisory firms.
Edwards, who will serve a three-year term, replaces Gene Saffold, who passed away on Oct. 8 following heart surgery.

Edwards, who advises district CFO Natwar M. Gandhi, was previously executive vice president and partner at New York City-based Public Resources Advisory Group and vice president and manager in the municipal department at Moody's Investors Services. She also held posts in Congress and the federal government, working for the Senate Budget Committee, the Office of Management and Budget and the Department of Energy.

Edwards has a bachelor's degree from Rollins College in Winter Park, Fla., and a master's degree in public administration from the University of Southern California.
