Ex-Houston Deputy Controller Joins Siebert

DALLAS -- Siebert Brandford Shank & Co. LLC has hired former Houston deputy city controller Shawnell Holman as managing director and co-manager of its Houston office.

Holman, who oversaw the debt and investment portfolios for the city of Houston over the past decade, helped direct a multi- billion restructuring plan for the Houston’s water system and has refinanced over $10 billion in bonds to reduce long term interest costs

“The Texas market is an important and expanding market in our firm’s eyes,” SBSCO Chairman Napoleon Brandford III said. “Adding Shawnell Holman to our already deep Texas and national leadership team is a testament to the firm’s commitment to this market.”

Before becoming deputy controller, Holman was the treasury manager in the controller’s office and served eight years in the budget section of the city’s Finance Department and Fire Department. She has a BA in Economics from Rice University and an MBA from the University of Houston-Victoria.

SBS, headquartered in New York and Oakland, Calif., has four offices in Texas.

In 2011, the firm managed several large municipal financings in Texas, including senior managed transactions for the North Texas Tollway Authority, Texas Public Finance Authority, San Antonio, Dallas County, and Bexar County.
