Capitol P3 Progresses

The Texas Facilities Commission is considering five valid unsolicited proposals for a potential $500 million public-private partnership for projects at the capitol complex in Austin.

The state actually received a total of six proposals, but one of them was rejected quickly.

One has been made public, a 47-story commercial and residential tower on Congress Avenue near the University of Texas campus.

The first proposal could be presented to the Partnership Advisory Commission, a panel of state legislators, by the end of the summer.

If that schedule is maintained, the Legislature could be considering offers at the 2013 session.

The advisory commission met last week to hear testimony on public-private partnership projects in Virginia and Canada.
