Infrastructure on the Table

Pennsylvania Senate Democrats have introduced a $2.8 billion plan they say would upgrade the commonwealth’s infrastructure.

The plan, announced at the site of a stalled road project in Hanover Township in Luzerne County, would feature a new tax incentive program that would fund $1.5 billion in water, sewer and public transit infrastructure improvements.

The principal on the $1.5 billion of bonds would be paid from Marcellus Shale natural gas tax revenues and local contributions for mass transit projects, both already earmarked.

The plan would also use federal grant anticipation revenue vehicle bonds to generate $1 billion to fund a short-term transportation plan.
