Philadelphia’s JPA Adds Three To Infrastructure Finance Team

BRADENTON, Fla. — Jeffrey A. Parker & Associates has expanded with three new employees who will help the infrastructure finance advisory firm on a wider range of transactions.

David Peterson, formerly with RBC Capital Markets and CIT Group, is a new managing director in JPA’s San Francisco office.

Sue Lee joins the firm as general counsel and Benjamin Singer is an analyst in the firm’s Philadelphia office. Lee formerly was a senior associate in the project finance group at Allen & Overy LLP. Singer most recently performed statistical research for the Philadelphia Eagles and was a research assistant in behavioral economics at Harvard University.

“Our ability to find creative financing solutions for our clients in these challenging times will be enhanced by the breadth of perspectives, technical excellence, and leadership our new colleagues bring to JPA’s team,” said Jeff Parker, JPA’s president and founder.

The company is deepening its presence in the U.S. transport sector and exploring opportunities in other sectors, he said. The transport sector is expected to be “very strong” over the long term because the needs are great and the traditional approaches for funding cannot keep pace with future requirements, he added.

“With market conditions in flux, the future of the federal [transportation] program is up for grabs, and experimentation with new finance and project delivery methods picking up, these are exactly the challenging conditions when our skill set is most often sought,” Parker said.

Peterson has 20 years of experience advising on complex structured transactions across a range of infrastructure sectors, including transportation, power, water, health, and accommodation in Europe and in the United States. He received a bachelor’s degree from the University of Minnesota and a master of business administration degree from INSEAD in France.

Lee led transaction teams on domestic and cross-border project finance and corporate banking transactions. She received a bachelor’s degree from the University of Pennsylvania, where she also earned a law degree.

Singer is supporting JPA’s work for the District of Columbia on a potential streetcar system and other projects. He received a degree from Brown University.

JPA specializes in custom finance and implementation strategies to fit the project and client needs using traditional, innovative, and P3 financial solutions.

Some of JPA’s projects include the San Francisco Bay Area Rapid Transit District’s Oakland Airport Connector, the Virginia Department of Transportation’s Dulles Metrorail Extension, the Georgia Department of Transportation’s multi-modal passenger terminal project in Atlanta, and the Florida Department of Transportation’s Central Florida Commuter Rail project known as SunRail.
