Kutak Rock Adds Shimer and Scruggs in Richmond

BRADENTON, Fla. — Kutak Rock LLP has added Charles Shimer and George Scruggs as of counsel in the firm’s Richmond, Va., office.

Both men were formerly with Troutman Sanders LLP and have more than 50 years of public finance experience between them, the company said.

“Chuck and George are well-established in this part of the country, and they’ll help us provide even more extensive public finance services throughout the Eastern Seaboard,” said Michael Condyles, managing partner in Kutak’s Richmond ­office.

“I’m sure they’ll both do their part to continue the firm’s commitment to providing quality legal services at reasonable rates,” he said.

Shimer has worked in the fields of municipal finance, privatization, and securitization.

He has served as attorney and bond counsel to various agencies, including the Virginia Commonwealth Transportation Board and the Virginia College Building Authority.

Shimer has been underwriters’ counsel on bond financings with agencies that include the Virginia Public Building Authority, the University of Virginia, and the Georgia State Road and Tollway Authority.

He received a bachelor’s degree from the College of William and Mary, and a law degree and a master’s of business administration from Boston College. He is admitted to practice in Virginia.

Scruggs’ work includes many types of financing projects, including tax credits, industrial development revenue bonds, airport facilities, multifamily housing, educational facilities, and correctional facilities.

In addition to bond counsel, he has served as counsel to issuers, underwriters and banks. Scruggs’ experience also includes financing of public-private initiatives for economic development.

He received a bachelor’s degree from the University of Virginia and a law degree from the University of Virginia. He is admitted to practice in Virginia and the District of Columbia.

Kutak Rock was the fourth-ranked bond counsel last year, advising on 375 issues with par value of $15.15 billion, according to Thomson Reuters.

The firm ranked fifth as underwriters’ counsel on 201 issues worth $8.36 billion, and placed third among disclosure counsel, advising on 139 issues valued at $5.82 billion.
