People for the Ethical Treatment of Animals has proposed a deal to place an advertisement on the incinerator that has been the focal point of Harrisburg's financial crisis.
Lindsay Rajt, the associate director of campaigns for the Washington, D.C.-based animal rights group, has written Mayor Linda Thompson offering to write a check for the distressed city if it will display an ad on an incinerator chimney.
The ad would depict a bikini-clad "Lettuce Lady," under the message: "Meat Trashes the Planet. Go Vegan."
Harrisburg is more than $310 million in debt and has skipped about $60 million in bond payments on its incinerator retrofit projects.
The Commonwealth Court on Friday confirmed Gov. Tom Corbett's appointment of David Unkovic, former chief counsel for the state Department of Community and Economic Development, as Harrisburg receiver.
"The mayor's office requested more details [from PETA] in terms of ad graphics and levels of contributions offered," Thompson spokesman Robert Philbin said in a statement.
"If the matter is worth pursuing, the mayor's office will refer it to the Harrisburg Authority for review," Philbin said.
The Harrisburg Authority operates the troubled incinerator.
