NABL Picks New Officers, Announces Four New Board Members

SAN ANTONIO — At its bond attorneys’ workshop, the National Association of Bond Lawyers elected new officers, who will serve one-year terms, and announced four new board members.

Kristin H.R. Franceschi, a partner at DLA Piper LLP in Baltimore, took the helm as the group’s president, replacing John McNally, a partner at Hawkins, Delafield & Wood LLP in Washington.

NABL’s president-elect is Scott R. Lilienthal, a partner at Hogan Lovells US LLP in Washington. Antonio Martini, a partner at Edwards Angell Palmer & Dodge LLP in Boston, is treasurer. Kenneth Artin, a partner at Bryant, Miller Olive in Orlando, is secretary.

The new NABL board members are: Kimberly Betterton, a partner at Ballard Spahr in Baltimore; Alexandra McClennan, a partner at Squire, Sanders & Dempsey LLP in Tampa; Richard Moore, a partner at Orrick, Herrington & Sutcliffe LLP in San Francisco; and Dee Wisor, a partner at Sherman & Howard LLC in Denver.

NABL, headquartered in Washington, is a professional association with more than 2,800 members. The group’s mission is to promote muni market integrity by advancing understanding of, and compliance with, public finance law.

Separately, in meetings this week, the American College of Bond Counsel elected a new slate of officers to one-year terms and elected three new directors.

For the second year in a row, Robert Dean Pope, a partner at Hunton & Williams LLP in Richmond, was elected to serve as the group’s president.

Two other officers were re-elected to second terms: Philip C. Genetos, a partner at Ice Miller LLP in Indianapolis was picked again as vice president, and Cynthia Weed, a partner at K&L Gates LLP in Seattle, was re-elected secretary. Virginia Benjamin, a partner at Calfee, Halter & Griswold LLP in Cleveland, will serve as treasurer.

The college elected two directors to second terms, Weed and Robert Lazarus, a partner at Watkins Ludlam Winter & Stennis PA in Jackson, Miss.

The three new directors are: Susan Weeks, a partner at Foley & Judell LLP in New Orleans, Harriet Welch, a partner at Squire Sanders in Los Angeles, and William Noth, a partner at Ahlers & Cooney PC in Des Moines.

In addition to Benjamin and Genetos, the following directors were elected to continue in office for the coming year: Lisa Soeder, a partner at Soeder & Associates in Hartford; John Van Duys, a partner at Haynsworth Sinkler Boyd PA in Columbia, S.C.; John McWilliams 3rd, an attorney fellow in the office of municipal securities at the Securities and Exchange Commission in Washington; Pope; J. Foster Clark, a partner at Balch and Bingham LLP in Birmingham; Margaret Pope, a partner at Pope Ziegler LLC in Columbia, S.C.; Albert Simons 3rd, a partner at Orrick in New York; and Frederic Weber, a partner at Fulbright & Jaworski LLP in Houston.

The college, created in 1995, recognizes lawyers “distinguished for their skill, experience, and high standards of professional and ethical conduct in the practice of bond law,” according to a press release.
