'Budgeting for Results'

The state-appointed Budgeting for Results Commission, charged with making recommendations on how to better manage the Illinois budgeting process with an eye towards achieving better results, held its first meeting late last week.

The commission was named by Gov. Pat Quinn as part of legislation adopted last year to reform the budgeting process with the goal of improving results, transparency, and accountability.

"Budgeting for results represents a major step toward smarter, more transparent government and greater accountability across all agencies," Quinn said in a statement. The panel's members include state lawmakers, private sector professionals, and various stakeholders. Sen. Dan Kotowski, D-Park Ridge, is chairman and co-sponsored the enabling legislation.

Public finance bankers Alex Rorke and Carole Brown sit on the commission as well as former state budget director Steve Schnorf. The panel is expected to issue its first annual report in November.
