Fast-Rail P3 Bill Passes

The Illinois General Assembly recently passed legislation to establish a commission charged with recommending the best way to implement a public-private partnership to aid in financing, construction and operation of a high-speed rail system.

HB 1966 is still awaiting Gov. Pat Quinn’s review. It would create the Midwest Illinois High Speed Rail Commission. Its charge is to recommend financing options, legislation and administrative regulations to help implement a fast-rail system.  

“This process will allow Illinois to start working towards public-private partnerships to implement high-speed rail,” the legislation’s co-sponsor, Sen. Mike Jacobs, D-Moline, said in a statement.
