MSRB Taps Blank Rome’s Du Brul for Rulemaking Team

The Municipal Securities Rulemaking Board has hired Karen Du Brul as an associate general counsel to work on the rulemaking and policy team as it begins to write rules for muni advisers.

Du Brul comes to the board by way of Blank Rome LLP in Philadelphia, where she was a partner in the firm’s financial services department.

While in private practice, she focused on muni swaps and derivatives.

Du Brul is joining the MSRB as the regulator begins to write professional qualifications, tests, and rules for individuals who advise governments on the sale of municipal financial products or the issuance of muni bonds, and who solicit municipal borrowers.

Prior to Blank Rome, Du Brul was second vice president in the legal department at the former Smith Barney, Harris Upham & Co., now Morgan Stanley Smith Barney LLC. Before that, she was head course assistant at the Harvard Business School.

Du Brul received a bachelor’s degree from Connecticut College and a law degree from Suffolk University Law School in Boston.
