WASHINGTON — Blank Rome LLP has hired three new attorneys for its lobbying shop who are experienced in representing sovereign and municipal governments.
Singleton B. McAllister, a partner, and Weldon J. Rougeau and Ronald F. Thomas 2nd, of counsel, are all principals of Blank Rome Government Affairs LLC.
The three come from the law firm LeClairRyan here, where McAllister and Rougeau established that firm’s government relations practice.

Buchholz, Blank Rome’s managing partner and chief executive officer, said in a release announcing the hires last month. “Singleton, Weldon, and Ron bring an impressive array of government affairs and public policy experience in both depth and scope, and they will be an excellent complement to our government relations practice.”
McAllister comes to the firm with over 20 years of experience, specifically focused on representation of municipalities, education, labor and employment, nonprofits, international business development, and telecommunications. She also has served as associate staff of the House Appropriations Committee and as senior counsel to the House Budget Committee, in addition to being appointed as the general counsel to the U.S. Agency for International Development by President Bill Clinton. She received her law degree from Howard University School of Law and a bachelor’s degree from the University of Maryland.
Rougeau specializes in telecommunications, health care, financial services, labor and employment, higher education, nonprofits, and international business development. He was previously on the executive management team at Loyola University Medical Center and Loyola University Chicago in Illinois and was president and chief executive officer of the Congressional Black Caucus Foundation. He received his law degree from Harvard Law School, and a bachelor’s degree from Loyola University of Chicago.
Thomas specializes in federal and state government contracting. He served as deputy assistant secretary for policy at the U.S. Department of Veterans Affairs under President George W. Bush. He received his law degree from the University of South Carolina School of Law and graduated from the U.S. Military Academy at West Point.
