Georgia DOT Taps Counsel as New Head of P3

BRADENTON, Fla. — The Georgia Department of Transportation Monday announced the appointment of Sandra Burgess as the new director of its public-private partnership program.

Burgess, a 30-year GDOT employee, most recently was the agency’s general counsel.

She replaces former GDOT treasurer Earl Mahfuz, who retired April 1 after launching the state’s new P3 program and its first concession process for the construction of a $2 billion-plus congestion-relief project around metro Atlanta known as the West by Northwest Project.

“While it isn’t a panacea for all of Georgia’s transportation needs, P3 provides a wonderful opportunity to address some of the most pressing and expensive projects in the state,” Burgess said in a release.

The department also announced Monday that it is developing P3 programs for the design and construction of a multi-modal passenger terminal in downtown Atlanta, the GDOT-owned welcome centers and rest areas on the Interstate, and rights of way.

No other details were released concerning these projects.

The state currently is preparing a request for proposals for firms that have shown interest in the North by Northwest Project, which is seeking a P3 contract  to design, build, financially participate in, operate, and maintain a managed-lane system.

The project includes new lanes on segments of Interstate 75 and 575 in Cobb and Cherokee counties as well as the preparatory engineering and environmental work for a managed-lane system on Interstate 285 and a portion of Interstate 20 in Cobb County.

Three consortiums representing 15 local, national, and international firms submitted their qualifications and earlier this month were selected by GDOT to respond to the RFP. which will be released this fall.

The consortiums and their top member firms are: West by Northwest Development Partners, with equity members VINCI Concessions SAS and OHL Concesiones SL, and lead contractors Archer Western Contractors Ltd., OHL USA Inc., and Hubbard Construction Co.; Georgia Mobility Partners, with equity members Cintra Infraestructuras SA, MINA USA LLC — a subsidiary of Meridiam Infrastructure — and Grupo Soares da Costa SGPS SA, and lead contractors Ferrovial Agroman SA and Prince Contracting LLC; and Northwest Atlanta Development Group, with equity member ACS Infrastructure Development Inc. and lead contractors Dragados USA Inc. and C.W. Matthews ­Contracting Co.
