A California Senate committee this week approved a bill designed to apply greater transparency requirements to joint-powers agencies that serve as conduit issuers, through measures such as increased financial disclosure and stricter requirements for public notices of board meetings and agendas.
The Legislature approved a similar bill last year, only to have it vetoed by Gov. Arnold Schwarzenegger, who killed more than 400 bills amid delays to the state budget, issuing boilerplate veto messages that the bills were not important enough to consider in the short time he had available.
This year’s bill, which had already cleared the local government committee, was moved to the floor from the Appropriations Committee Tuesday.
