Chief Recovery Officer Named

Vermont Gov. Jim Douglas last week announced that businessman Tom Evslin will head the newly created Office of Economic Stimulus and Recovery which will oversee funds the state will receive through the American Recovery and Reinvestment Act.

Evslin, as chief recovery officer, will assist and coordinate state programs as well as community initiatives and plans from private organization to manage the flow of funds. The new office will include the Vermont Federal Recovery Office, which officials established in January, with Jim Bush serving as director of physical infrastructure. That program oversees $200 million of new state and local infrastructure developments.

Evslin said Vermont will receive nearly $900 million in stimulus dollars, although that amount is expected to increase as the state will also bid for federal grant money.

Evslin has worked for Microsoft and AT&T. In 1997 he founded ITXC, which provides phone calls via the internet. Tata Communications, an Indian telecommunications company, now owns ITXC. Evslin was transportation secretary under former Gov. Richard Snelling.
