Mass. Gov. Names New DOT Board

Massachusetts Gov. Deval Patrick Friday announced five members to serve on the board of the state's new transportation bonding authority, the Massachusetts Department of Transportation.

The first board meeting is Monday. The former Massachusetts Turnpike Authority disbanded on Oct. 31 with the new MassDOT taking oversight of MassPike's main entities, the Western Turnpike and the Metropolitan Highway System. Also under MassDOT's umbrella is the Tobin Bridge, the former Department of Highways, the former Massachusetts Aeronautics Commission, the Registry of Motor Vehicles, and the Massachusetts Bay Transportation Authority — the state's largest mass transit agency.

MassDOT's Web site will launch Monday at www.mass.gov/massdot.

Patrick's appointments to MassDOT's five-member board are: John Jenkins, who will serve as chair, Andrew Whittle, Elizabeth Levin, Ferdinand Alvaro, and Janice Loux. MassDOT board members will serve for four years.

"These private and public-sector leaders will be responsible for overseeing the historic reforms underway in our state's transportation system," said Patrick said in a prepared statement. "Working together with incoming Secretary and Chief Executive Officer Jeffrey Mullan, their charge will be to achieve cost-savings, enhance customer service and improve safety across our transportation networks."

Jenkins is a former MassPike board member. He is president of West Insurance Agency, Inc. Whittle is a geotechnical engineer. He serves as department head of the Massachusetts Institute for Technology's Department of Civil and Environmental Engineering. Levin is president of Liz Levin & Co., a management consulting company that serves the transportation, design and environmental community. Alvaro is partner-in-charge of the Boston office of the law firm Adorno & Yoss LLP. He previously served on the MBTA's board of directors. Loux is also a former director of MBTA's board. She is president of Local Union 26, which represents more than 6,300 hotel and food service employees in the Boston area.

In addition, Patrick said he would release Wednesday a fiscal analysis of the MBTA. That end-to-end review was completed by David D'Alessandro, a former executive at John Hancock.
