MSRB Promotes Lawyers Peg Henry and Lawrence Sandor

The Municipal Securities Rulemaking Board announced Thursday that it has promoted two of its in-house attorneys.

Margaret “Peg” Henry has been named deputy general counsel, taking a leading role in rulemaking activities, while Lawrence Sandor has been named senior associate general counsel, overseeing the MSRB’s 529 college savings plan regulatory efforts and continuing to work on governance and compliance matters, the board said in a statement.

Both attorneys, who were previously associate general counsels, joined the MSRB late last year.

“In a very short time, Peg and Larry have distinguished themselves as skilled attorneys with the knowledge and experience necessary to fulfill the MSRB’s investor protection mission,” said general counsel Ernesto Lanza. “Our rulemaking activities are informed and enhanced by their contributions.”

Henry has 28 years of legal experience working in the muni industry. She came to the board from UBS Securities LLC in New York where she was director and senior attorney in the municipal securities group.

Before that, she worked at a New York law firm, in the Securities and Exchange Commission’s muni office, and was tax counsel to New York City’s Office of Management and Budget. Earlier she worked for the Treasury Department and congressional tax-related committees. She received a bachelor’s degree from Georgetown University and law degrees from George Washington University.

Sandor joined the MSRB after working as chief compliance officer at Wachovia Securities LLC in Richmond, Va., and has extensive experience with broke-dealer supervisory and compliance processes.

He has also worked in private practice advising financial services firms on securities regulation. He received a bachelor of science degree from Boston University and his law degree from Emory University.
