Bond-Backed Wish List

The West Feliciana Parish Police Jury, La., has released a $22.5 million list of infrastructure projects that would be financed by $30 million of bonds supported by a 1% sales tax increase to be decided on by voters at a special election Nov. 14. Proceeds would be allocated to road, drinking water, and sewer projects.

Parish manager Ambrose Sims said the new tax is needed to offset a drop in property tax revenues created by annual depreciation of the parish’s largest taxpayer, Entergy Gulf State Inc.’s River Bend nuclear power plant in St. Francisville.

The combined sales tax in the parish is currently 8%. Voters rejected a similar tax increase in 2008. The tax would also provide $750,000 a year for road and water line maintenance.
