Obituary - Elbert Monroe Morrow

Elbert Monroe Morrow, a long-time bond attorney in Dallas, died Jan. 24 at Seven Points, Tex. He was 80.

Mr. Morrow was a retired partner with Fulbright & Jaworski LLP. A service was held yesterday in Kemp, Tex.

Mr. Morrow was instrumental in developing many legal measures that advanced the public finance system in Texas, said Robert D. Dransfield of Fulbright & Jaworski's Dallas office.

"Elbert has been a pivotal figure in Texas public finance for many years," Dransfield said. "He was responsible for several public financing measures that became law in Texas, including the one that enabled the issuance of certificates of obligations."

Mr. Morrow was involved in all aspects of public finance, according to Dransfield, including public power, transportation, and basic infrastructure.

"He was among of a group of long-time professionals who have built a system of financing that will benefit this generation and those to follow," Dransfield said.

Mr. Morrow began his professional career in the bond division of the Texas attorney general's office before joining the practice of public law in Dallas with Dumas, Huguenin, Boothman and Morrow. The firm merged with Fulbright & Jaworski in 1981.

Mr. Morrow received a bachelor's degree in business from Texas Christian University and a law degree from Southern Methodist University.

He is survived by his wife Ann, two daughters, two sons, 12 grandchildren, eight great-grandchildren, and numerous nieces and nephews.
