Brooks to Be New Acting N.Y. Insurance Chief

Kermitt Brooks will replace Eric Dinallo as acting superintendent of the New York State Insurance Department, Gov. David Paterson said yesterday in a press release.

Since January 2007, Brooks had been the first deputy superintendent of the department and oversaw its operations. Brooks had previously served for nearly eight years in the attorney general's office under former Gov. Eliot Spitzer.

From 1989 to 1998, Brooks was an associate in Nixon Peabody LLP's commercial litigation group before joining the Metropolitan Life Insurance Co., where he was a counsel in its law department.

Brooks earned his undergraduate degree at James Madison College at Michigan State University in 1986 and his law degree in 1989 from the University of Michigan School of Law.

Dinallo, who played a major role in reorganizing the bond insurance industry as the business model all but collapsed amid insurer downgrades, announced his resignation in May. Dinallo left his post to be a visiting professor at New York University and has been mentioned as a possible candidate for attorney general.
