Newsom Shakes Up Staff

Before he was sworn in for his second term Tuesday, San Francisco Mayor Gavin Newsom announced a staff shuffle that included some changes to the city’s financial management team.

Newsom announced that he wants the city’s current controller, Ed Harrington, to become general manager of the San Francisco Public Utilities Commission.

The SFPUC, which provides water and sewer services in the city, is in the midst of a multibillion-dollar revenue bond-financed capital upgrade program.

Harrington has been the city’s controller for 17 years, and was president of the Government Finance Officers Association during 2003-2004.

Before Harrington can take the reins of the SFPUC, the utility commissioners must first terminate the current general manager, Susan Leal.

Newsom nominated Ben Rosenfeld, his former budget director, to replace Harrington as controller.
