Erie Appointments

New York Gov. David Paterson last week chose Robert Glaser to replace Anthony Baynes as chairman of the Erie County Fiscal Stability Authority. Glaser had been vice chairman at the authority, which acts as a control board for Erie County, but had been acting chairman since Baynes stepped down in August for health reasons.

Glaser is the managing director of the accounting firm Freed Maxick & Battaglia, CPAs PC and RSM McGladrey in Buffalo.

Paterson also appointed Joseph Goodell to serve as vice chairman. Goodell had been president and chief executive officer of  a metal manufacturing company in Buffalo, but is now retired.

The authority, which was created in 2005 when the county was experiencing financial stress, has had a rocky relationship with the county, especially in the past two years. Both the county and the authority effectively prevented each other from borrowing for the county’s capital needs. After a number of compromises collapsed, the county finally sold $75 million of revenue anticipation notes in September, but the issue of long term borrowing for capital projects remains unresolved.

Baynes’ departure leaves a vacancy on the authority board.
