Veteran of JCT, IRS Goes To Nixon Peabody in D.C.

Gary Bornholdt, who previously served with the Joint Committee on Taxation in the U.S. Congress, is joining Nixon Peabody LLP as counsel in its Washington office.

Bornholdt will specialize in tax-exempt bonds, tax legislation, and audits for the firm when he starts work at the end of the month.

Prior to joining Nixon Peabody, Bornholdt spent four years as legislative counsel with the JCT. There he worked closely with the House Ways and Means and Senate Finance committees in developing and analyzing legislation containing tax proposals, including measures enacted into law involving tax-exempt bonds, tax compliance, and tax incentives for energy, transportation, and housing.

Before working under for JCT, he was a senior attorney with the tax-exempt bond branch of the Internal Revenue Service, where he drafted published guidance, private-letter rulings, and technical advice documents pertaining to bonds, including arbitrage, private use, advance refundings, exempt facilities, and 501(c)(3) financings. He also was responsible for coordinating the settlements of tax-exempt bond audits, and presenting tax-exempt bond cases before the U.S. Tax Court.

He started out with the IRS as a trial attorney, where he covered a variety of tax controversy matters.
