Pennsylvania Bond Lawyers Group Picks New President

David Twaddell, a partner in the municipal finance practice group of Rhoads & Sinon LLP, has become the president of the Pennsylvania Association of Bond Lawyers after being elected to the post at the group's annual meeting in May.

Twaddell accepted the position on May 22 in Harrisburg. He takes over the presidency of a group made up of 142 attorneys, founded in 1988 with the mission of providing a forum for information sharing and education for the Pennsylvania public finance community, according to a release. Twaddell said at the meeting that the commonwealth has a long history in public finance.

On May 19, Pennsylvania Gov. Ed Rendell announced the winning bids on the largest toll road leasing agreement in the country, awarding the $12.8 billion, 75-year concession to Citi and Abertis Infraestructuras.

"The public financing of the Pennsylvania canal system in the mid-19th century [was] among the first public projects financed with bonds," Twaddell said. "Prior to that, public facilities, such as turnpikes, were privately financed under license from the commonwealth, a notable piece of our history in light of current plans to lease the turnpike back to private hands."

Twaddell has been at Rhoads & Sinon since 1981, and has acted as bond counsel, bank counsel, underwriters' counsel, and special project counsel. He has been involved in all manner of financings, including more innovative programs such as bond pools, non-debt lease financing, and variable tender bonds, according to the release.
