ISAC Nabs Bell for 529 Plan

The Illinois Student Assistance Commission has hired Frank Bello, a former Chicago deputy treasurer and Chicago Park District finance official, for the new position of chief investment officer for its 529 prepaid college tuition plan, College Illinois.

Bello, 48, most recently served as deputy city treasurer managing a $7 billion investment portfolio and four pension funds with assets totaling $14 billion. He previously had served as treasurer for the Park District.

“Frank Bello has precisely the skills and experience ISAC needs as we move into a new phase,” said executive director Andrew Davis. “As we expand our prepaid tuition product to a much wider, economically diverse audience, Frank’s finance background, investment savvy, and leadership qualities are a huge asset.”
