On July 17, 2009, Victor Mendez became the Federal Highway Administrator—the 18th person to hold the position.

Dr. Lomax has been extensively involved in urban mobility research for more than 20 years. He developed and applied a methodology to assess areawide traffic congestion levels and congestion costs. The current study includes information on 85 cities throughout the U.S. from 1982 through 2003. The study examines trends in urban area mobility and documents the effect of transportation investments.

Victor Mendez

On July 17, 2009, Victor Mendez became the Federal Highway Administrator—the 18th person to hold the position.

Previously, Mr. Mendez served as Director of the Arizona Department of Transportation (ADOT). Starting with ADOT in 1985 as an engineer, he became Director in November 2001 after serving four months as its Acting Director. As Director, Mr. Mendez worked to improve the agency's customer service in both its highway and motor vehicle divisions.

Pierce R. Homer was reappointed Virginia’s Secretary of Transportation by Governor Kaine on January 5, 2006, having also served as Secretary of Transportation under Governor Warner. As Secretary, Homer oversees management and budgeting for the Departments of Transportation, Motor Vehicles, Aviation, and Rail and Public Transportation as well as for the Motor Vehicle Dealer Board and the Virginia Port Authority. Secretary Homer also serves as chairman of the Commonwealth Transportation Board.
