FUNDING WATER SECURITY & RELIABILTY Mandatory water restrictions have been lifted in Southern California. But the need to secure and expand the state’s water resources is still a priority. One initiative is to store extra water from plentiful water years underground and to pump it out in dry years. Another plan is to practice efficiency through conservation. And yet another is to grow the desalination option. All of these projects drive the region to work together and find creative ways to finance their efforts.

Distributed solar PV has become a vital element for many municipalities as they seek to achieve climate change and energy independence goals. Several alternative financing structures exist regarding distributed solar PV on municipal property. These structures will be reviewed with a focus on identifying the risk/benefit profile associated with each alternative. With respect to municipal programs promoting distributed solar PV on private property, the latest developments regarding PACE will be discussed.
